The state is preparing to pay $850,000 to study the feasibility of a privately funded, elevated transit system for Sun City, but an Indiana-based financier who hopes to lead the project has become its biggest complication.

The basic idea, sometimes called a gondola lift or aerial tramway, has been around for decades. It includes cable cars like thein New York City and trams in South America that integrate with traditional public transit. Gondola advocates pushed a commuter-oriented system in Austin, Texas, that would have cost more than $250 million before deciding the idea wouldn't go forward.

Each station would employ a human attendant who could help people board the cars. Riders could call the cars at the station or with a mobile app and would choose whether to ride just by themselves or share the cars with others.Finding better transportation options for his district, particularly for elderly and disabled people who can't drive, has been one of his goals since his first term in 2017.

Buffa's private investment firm, Endeavor Capitol Management Holdings, is funding Sunshine Transport for the time being, but he believes private firms will jump at the opportunity to invest in the system, which he said would pay for itself over time by fares paid by riders. The cost of the system probably would be in the"tens of millions" of dollars, Buffa said.

Democrats balked at the addition, which helped lead to the bill's failure in the state Senate. Miranda said she'll work to remove the amendment and advance her original bill when lawmakers return to work July 31. The study would survey Sun City residents and leaders to"develop a clear set of needs" for the project, and report how the study's findings could apply to other parts of the state, according to the amendment. It also would include a design for the system.
