turned down an offer this week to purchase his property for $4 million. That means the city may resort to eminent domain to take the land they say is necessary to provide loading, utility and other first-floor space for a new Alamo museum and visitor center.

A partner with the Land Office and the nonprofit trust in a nearly $400 million makeover of the historic mission and battle site, the city has authority to use eminent domain to acquire property for public purposes such as utilities or streets. The museum, set to open in March 2026, is envisioned as the centerpiece of the Alamo upgrade.

“If Mr. Cantu is willing to provide financial documents demonstrating the loss of anticipated income, the offer also contemplates operating loss reimbursement,” Rogers said. “This is a generous offer for property appraised by an independent appraiser at $2.1 million. The offer letter is a progression from the mediation held last week. The city, the GLO and Alamo Trust, Inc. are hopeful Mr. Cantu accepts this offer or continues productive discussions toward a speedy resolution.

State and city officials involved in the purchase have been tight-lipped on the negotiations. But observers have said the comparison is out of context. Phillips Entertainment had 100 employees and a steady flow of patrons in Alamo Plaza, especially during spring break and summer months.
