Usaha ini dipelopori Anwar Ibrahim ketika beliau menjawat jawatan Menteri Pendidikan ketika itu.
Amidi berkata, berdasarkan rekod, perjuangan Anwar dalam membela golongan miskin juga telah bermula ketika beliau menjadi mahasiswa universiti lagi. Amidi turut menyentuh definisi ihsan yang diberikan oleh Anwar dalam buku Membangun Negara Madani yang diterbitkan pada 2022.
