The county has until Oct. 10 to produce a plan to correct deficiencies, much of them stemming from understaffing, and then 90 days to implement the fixes.
The county has struggled to appropriately staff its juvenile halls for more than a year due, in large part, to employees not showing up for work. The large number of call-outs create essentially a domino effect, in which employees feel unsafe in understaffed units, or worry they’ll be held over for excessively long shifts, and, in turn, call out, too. Nearly a third of the employees in the juvenile halls were on “full-time leave” in July.
“Youth also report not feeling safe due to the lack of staff,” Southwell wrote. “Those we spoke to spoke highly of most staff, but noted ‘we need more staff.’ “ In May, interim Probation Officer Guillermo Viera Rosa ordered all 3,000 sworn officers in the department to serve at least one shift per month in the juvenile halls and is in the middle of a hiring campaign to add 300 new recruits to the department’s ranks. The county also recently gave a 12% raise, spread over three years, to those working at Los Padrinos and the SYTF.The failed inspection did not come as a surprise to advocates who have been sounding the alarm about L.A.
“If the Los Angeles Probation Department cannot meet even the minimum standards for the treatment of young people locked away in its youth facilities, the department should not be allowed to confine them,” he said. “That is the law and the BSCC should make sure that the probation department follows the law.”
