ALBAY Gov. Edcel Greco Lagman declared a state of climate emergency in the province of Albay on Tuesday, coinciding with the stopover of climate activists who joined in the Climate Walk 2023 to commemorate the 10th anniversary of Super Typhoon 'Yolanda,' one of the strongest tropical cyclones ever recorded.
