“If he fails to do that, and the referendum fails because there’s a lack of detail, then sadly, having started this process, which I support, in my opinion, he will be responsible for its failure. And that would be an awful thing for him, and for the government and for the community,” Kennett said. “Otherwise, I think he’s at risk, because he is not being transparent, of the referendum being lost in whatever shape or form he puts it up.”

He said more information would be forthcoming before the vote, which will be held in the second half of this year, but said the working groups would not be pressured into prematurely releasing detail by “a few loud voices”.
