In 2021, a judge rejected the placement of Douglas Badger at a home near Mount Helix, and a subsequent placement in Rancho Bernardo fell through
Under the new proposal, which must first be approved by a judge, 79-year-old Badger would live under strict supervision at 1619 Zuni Trail, in a neighborhood toward the south end of the desert community, just off Yaqui Pass and Borrego Springs roads.
A hearing to discuss the proposal has been scheduled for 9 a.m. Aug. 5 in front of San Diego Superior Court Judge Theodore Weathers. Public comments will be accepted during the hearing, as well as by phone, email and mail between July 8 and July 22. To be classified by the state as a sexually violent predator, or SVP, a person has to have been convicted of a violent sex crime against at least one victim, and be diagnosed with a condition that makes that person likely to re-offend — in Badger’s case, authorities say he’s been diagnosed with schizoaffective disorder and sexual sadism.
