Under the proposal, a conservation designation would require approval from 51 percent of an area's property owners, in contrast to the 67 percent necessary to apply for a historic district, and the 100 percent required to create deed restrictions. “When we review the restrictions, minimum lot sizes/building lines, and historic district boundaries, often, we have to pass on purchasing a property because the economics do not make sense,” Mazzarino said. “Homeowners aren't provided facts and information about how these decisions could affect their property values until they realize they are too late and most builders/developers aren't interested in their property.
