Assault. Battery. Child abuse. burglary. Child pornography. A grand jury report on the former chief of the Duval County Schools Police Department reveals details on Edwards' troubling habit of covering up felonies committed on school grounds.

The statewide grand jury, convened at Gov. Ron DeSantis' request following the Marjory Stoneman Douglas High School mass shooting, has taken aim at Duval County Schools before.

The grand jury originally handed its report to the presiding judge, 17th Circuit Chief Judge Jack Tuter, in January 2021. A statement emailed to the Times-Union by Attorney David Barksdale, who is representing Edwards, pointed to Edwards' 36 years in law enforcement. "As we promised the community when the first grand jury report was released — and as was recommended in the most recent grand jury report — the school district did initiate and conduct a joint review of our current processes for reporting with state officials," a district spokesperson said in a statement.

Edwards' employees found his policies"distasteful," the grand jury said, but feared retaliation if they did not follow his rules on crime reporting.
