Harper Dalton, who is one of thousands in Lismore still waiting to learn how and when they can relocate their homes to higher ground, told Sky News Australia he and other flood victims had effectively 'been left to our own devices'.

After losing everything when the Wilsons River swallowed his Lismore home social worker Harper Dalton composes and plays his own music on a donated piano to soothe his nerves 12 months later, but nothing can temper his fury with a cold and inefficient bureaucracy.He is one of thousands still waiting to learn how and when they can relocate their homes to higher ground.

Morgan/Getty Images The infamous Resilience NSW agency has since been disbanded after angry locals and two inquiries exposed its appalling response. “We had a housing and homelessness crisis before the flood – we had 20 per cent of the state’s rough sleepers in the Northern Rivers – yet only four per cent of the state’s population.”
