The Chiquita Canyon Landfill in Castaic. On Wednesday, Sept. 6, 2023, an AQMD Hearing Board imposed 40 new conditions on the landfill aimed at stopping odors. On Sept. 28, the AQMD approved wells to suck up gas and a new flare to burn noxious gases at the landfill.

The landfill has been the source of thousands of complaints since April. Residents have been confronted nearly nonstop with odors of rotten eggs often tinged with metallic smells. “I’m very glad that SCAQMD has allowed a third flare to be added to this fight. It is an important tool that will help with odor-control by dissipating the gasses trapped in the depths of the landfill,” Barger wrote in an emailed response.

The new flare will be ignited using solar panels, and will be affixed with flame arrestors for safety, described Barger. She said residents have complained about odors from the landfill for the past 20 years. Complains picked up after the landfill was expanded in 2017.The landfill operators attributed the more intense odors to a thermal, chemical reaction taking place in a part of the landfill containing buried waste from decades ago.

He said the smells are much worse in Val Verde, an unincorporated foothills community of about 3,200 population located closer to the landfill. “I’ve been to Val Verde and it feels like you are sticking your head in a trash can,” he said.
