That moral complexity, and the way that Star Trek: Deep Space Nine would present opposing perspectives on situations would define its more mature approach.
Starfleet Are Treated With Suspicion By DS9's Non-Federation Characters The most refreshing thing about the Star Trek: Deep Space Nine pilot episode is the fact that Starfleet is immediately put on the back foot. There's a version of DS9 that would be the great and good of Starfleet convincing the primitive Bajorans of the benefits of Federation membership. Thankfully, Deep Space Nine embraced a far more complex version of the story that put the Bajoran struggle front and center.
The early days of Star Trek: Deep Space Nine are essentially a redemptive story for Starfleet and the Federation, as Sisko and his crew explore the aftermath of the Cardassian Occupation of Bajor on both a micro and macro level. As "Emissary" established, a resumption of hostilities between the Cardassians, Bajorans, and the Federation is always one bad decision or missing starship away.
